Windward Bay Estate is approved under the Citizenship by Investment Programme, launched in 2013, entitling buyers to apply for an Antigua & Barbuda passport. To qualify for citizenship, the primary applicant must be over 18 years of age, have no criminal record as proven by police certificate, and meet the specific passport and visa requirements.

There are three investment options:

Antigua & Barbuda is a member of the United Nations, the Commonwealth, CARICOM and the Organization of American States (OAS), among others. The Citizenship by Investment Unit (CIU) is the authority responsible for processing all applications for Citizenship by Investment.
